WA Schools Public Private Partnership Project

Audit focus and scope

We assessed whether the WA Schools PPP Project is on track to deliver its intended benefits. Our 2 lines of inquiry were:

  1. Is the project being delivered efficiently and are facilities and services meeting contract standards and school needs?
  2. Is there effective project management and monitoring of contractor performance and risks?

In undertaking this audit we:

  • reviewed project planning documents, service plans, self-reporting systems and reports, and contract management processes
  • interviewed principals and corporate service managers at 4 primary schools and 2 secondary schools
  • interviewed staff from DoE contract management and infrastructure units, Strategic Projects and EduWest.

This was a broad scope performance audit, conducted under section 18 of the Auditor General Act 2006 and in accordance with Australian Auditing and Assurance Standards. Performance audits primarily focus on the effective management and operation of agency programs and activities. The approximate cost of undertaking this audit was $247,000.
